England and Taiwan oddly enough both come to mind. I've seen some world class anger bouts from both nation's ruling bodies. Ever watch the English parliament?...I don't think they make it through a single hour without ATLEAST calling someone a wanker.

Free speech has always been limited, have you ever heard the phrase "you can't yell fire in a theater"? There are limitations like the afore mentioned that should be applied to congress. These limitations simply help expedite the already bogged down buracracy that we have in place
