Despite White House claims of military progress, Pulitzer-prize winning journalist Thomas Ricks says the Bush administration's troop surge in Iraq is not working. Ricks has long covered the Pentagon and U.S. military for The Washington Post, and he sized up U.S. options in Iraq during an August 7 speech at the Commonwealth Club of California.
