H.R.45 - Blair Holt's Firearm Licensing and Record of Sale Act of 2009

Basically It would make it Illegal to own any firearm without first:

Each person will need to be certified for the firearms use after attending the sponsored educational classes.

The firearm must be registered.

You must be Fingerprinted and have a full background check.

You supply a current Driver License or other form of picture ID.

You Supply your SSN, Your current Address, place of birth, date of birth.

You will Submit to a full physical and mental checkup at any time of their choosing.

Each update or change in ownership must be documented, plus a fee must be paid. Failure to do so will be punishable by up to 2 years in jail.

You may only "Gift" a firearm to direct relatives.

You may only "Loan" out the firearm for up to a max of 30 days.

If you are a dealer or manufacturer the Att General may, without notice,inspect your premises for violations.

If the firearm is in a home and there are people under 18 who reside there, then the firearm MUST be locked and safely stored so that it would be impossible for a child to get to it. Failure to provide adequate protection can result in up to a 10 year prison sentence.

You must let the Govt come into your home and inspect things to ensure the laws are being met.

You must notify the authorities within 30 days every time you change your address, failure to do is punishable by up to 5 years in prison.

You will resubmit to reapplying for the firearms license every 5 years.
