Default Military planning for possible H1N1 outbreak
This is a little unnerving, I was just reading an article last week saying as many as 40% of the U.S. population could become infected with the virus.
Just last week in my town (cincinnati) A brother and sister both died from the virus and both were relatively healthy, 19 and 26 years of age. here is the link

WASHINGTON (CNN) -- The U.S. military wants to establish regional teams of military personnel to assist civilian authorities in the event of a significant outbreak of the H1N1 virus this fall, according to Defense Department officials.
The proposal is awaiting final approval from Defense Secretary Robert Gates.
The officials would not be identified because the proposal from U.S. Northern Command's Gen. Victor Renuart has not been approved by the secretary.
The plan calls for military task forces to work in conjunction with the Federal Emergency Management Agency. There is no final decision on how the military effort would be manned, but one source said it would likely include personnel from all branches of the military.

It has yet to be determined how many troops would be needed and whether they would come from the active duty or the National Guard and Reserve forces.
Civilian authorities would lead any relief efforts in the event of a major outbreak, the official said. The military, as they would for a natural disaster or other significant emergency situation, could provide support and fulfill any tasks that civilian authorities could not, such as air transport or testing of large numbers of viral samples from infected patients.
As a first step, Gates is being asked to sign a so-called "execution order" that would authorize the military to begin to conduct the detailed planning to execute the proposed plan.
Orders to deploy actual forces would be reviewed later, depending on how much of a health threat the flu poses this fall, the officials said.

I don't know what to say really. It's good to be prepared and well trained for a terrorist attack. It's just weird to see so much activity of the military. Didn't they do drills for 9/11 before it happened? Just saying... lol. Hoping for the best here.

'Vibrant Response' to train troops for disasters

WASHINGTON (Army News Service, July 27, 2009) -- Consequence-management response forces, or CCMRF, are staging a training exercise beginning July 31, to prepare for potential domestic disasters capable of injuring or killing several thousand civilians.

The "Vibrant Response" exercise will be conducted by the Chemical, Biological, Radiological, Nuclear and High-Yield Explosive, or CBRNE Joint Response Force, through Aug. 14.

"It's going to be extremely complex and require a tremendous amount of coordination with other agencies and locals at various levels," said Maj. Gen. John Basilica, commander of Operational Command Post One, U.S. Army North. "It is all designed to test and challenge the headquarters and command in control elements to make sure they can work together to respond quickly, because speed is the most important piece of this."

The servicemembers will be given a situation in which they will be testing communication capabilities and reactions. Participants will be role-playing as certain pubic figures, like mayor and governor, in one scenario.

CBRNE is made of three divisions, 9.1, 10.1 and 10.2; 10.1 and 10.2 are being trained to be ready by Oct. 1. Basilica heads up the 10.2 task force, which consists of reserve-component units.

The exercise will involve about 400 to 500 people at Fort Leavenworth, Kan. The two divisions will each train one week, in succession with one another. Each CCMRF unit contains three task forces -- medical, operations and aviation, in addition to smaller elements with specific technical expertise. The Operation Task Force 2/18 MEB from South Carolina, Medical Task Force 3/30 MEB from Illinois, and Aviation Task Force 11 from Kentucky will all participate in the exercise.

"We don't get that many opportunities to provide these specific headquarters together and train in a command-post type exercise," Basilica said.

The CBRNE was transferred to U.S. Northern Command's Joint Task Force Civil Support in October 2002. JTF-CS provides support from active, guard and reserve members, and civilians, who are all commanded by a National Guard general officer.

CBRNE is designed to work with federal agencies like the Federal Emergency Management Agency and Center for Disease Control, to aid, restore and prevent casualties in instances of major disaster.

The CCRMF is only used after all local, state and federal resources have been exhausted, Basilica and Collins said.

"We hope to God that there are no terrorist attacks or no major industrial accident in the U.S. where the city, state or federal government might ask for additional capabilities. We hope that does not happen, but if it does, I think it's a great story for the nation that you have these multiple CCMRF forces that would be trained and ready to step in and assist the states if they ask for extra help," Collins said.

Posse Comitatus does not apply in certain circumstances. For instance, if a federal disaster is declared by the executive branch (like Katrina), this clears the way for local government to request assistance (which LA didn't), and ready teams can swoop in and provide assistance (or take over).

To have teams ready to move in is not a violation of posse comitatus. Moving in without request from local authority would be.

I agree with what he said above. And if the pandemic really kicks off, marshal law will over ride the Posse Commutates.

Its going to suck big time, but if your in the 60% who is not infected your attitude on keeping the 40% who are away from you will change very quickly. The people in the world are so mobile these days that a very contagious bug could easily spread around the world just from exposure in a busy airport.

Like I said, if it happens, its going to be pure hell for all of us, but stopping people moving around helps contain what ever bug. I can guarantee you if say small pox broke out in a small town, that town would be sealed off and quarantined by the government to prevent people from leaving or entering and aiding in the spread of the disease.

Kiss all your rights away for the preservation of man kind if something that can wipe out a substantial world population should get loose. It will be something we could only expect in the movies...and it will be a living hell but survival of our species is key.

Now, if I end up in that 40% I am going to really not like how things would be going on. If I was in the 60%, I am pretty sure I would not be happy with what little freedom I may have...But you can bet I would be for anything to keep the sick population away from me and my family.

Yep, a double standard for me and I really hope nothing ever comes to that.
