You might get an IOU instead of your state income tax refund

State Controller John Chiang revealed the order of IOU payments because of the budget debacle in Sacramento. Lawmakers will be first in line to get IOUs instead of paychecks. That's a good thing because lawmakers created this mess.
But next in line, according to The Sacramento Bee, are state income taxpayers awaiting refunds and companies that do business with the state. Now that's not fair. For taxpayers, that money was withheld through payroll deductions and is in excess of the amount needed to cover state income taxes. For vendors, that money covers goods and services provided to the state.
How about this? We'll pay our state income taxes in IOUs instead of actual cash. Then when the budget issues are all sorted out by the governor and Legislature, we'll cover the IOUs if we have the money available. Otherwise, the state can continue to hold our IOUs until we taxpayers deem that we can afford to pay off the phony paper.

I think they should pay the same penalty and interest that they would charge people who are late in paying.

it sounds quaint doesn't it? anytime you and I get money, and hell, the city, state, and federal governments get money they pay interest for it. Only on withholding do the feds and states get money without having to pay anything for it....AND NOBODY CARES! They're just happy as pigs in shit when the refund gets there.....

That's why the fair tax will never, ever, get anywhere near close to becoming law. They need the withholding BAD.

I suppose instead of them getting withholding this year, they can get IOU's.

Send them something that says, You owe me (X) amount of dollars and I was supposed to give you (Y) amount of dollars, so I'll subtract it off your bill, your new total with penalties and interest is (Z) amount of dollars.

Well, What fun it is, Lets see what happens when the state is paying the prison guards minimum wage for 3-4 months. LOL and they start getting their power cut off and can't support their family's in the normal way. Maybe they will lose their homes not be able to feed their kids. Run Pelican Bay on minimal staff. LOL, its already at minimum staff. The state needs to rethink its entitlements and its legal system. Or it could raise taxes and drive more buisness out of the state.

Land of Fools. Did your state representatives really assume that gas prices were going to go up, up and up, and never come down?

You know, there were some fools who thought that about stock prices once (actually twice) they learned a rather harsh lesson, too.

And let's not forget that most of California's pain is self-inflicted. Forgetting that there are 49 other states where Companies can easily migrate to, and forgetting that most of those Silicon-Valley Corporations are Registered in Delaware, and thus would only be stuck foreign-qualifying in whatever new state they decided to move to, just as they were stuck foreign-qualifying in California.

I'm sure Washington, Oregon, Texas, Georgia, Arizona, and Colorado would all thank California for driving the Silicon Valley firms away, but they wont, it'd seem too much like a backhanded compliment.
