Why would they waste jet fuel to do this when they can save time and effort and put it in the water?

Cause if they put it in the water, some one that pays attention to the water quality reports would realize something was wrong when the utility co. reported that there was an above normal quantity of whatever chemical in the water.

If it's the government doing it and they monitor the water who would know? They could just add it with the fluoride. I don't think it would be that hard for them to pull off.
