defines a "catastrophic emergency" as "any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government function"

This could mean another 9/11, or another Katrina, or a major earthquake in California, I imagine, since it says it would include "localized acts of nature, accidents, and technological or attack-related emergencies."

I don't know why Bush did this when there was already laws on the books that would let him do the exact same thing.
In case of national emergency Maritime Law kicks in.
It states in that law that if a national emergency is declared that martial law is enacted and the president in essence is de facto dictator for the duration. Directive 51, only reinforces that law.

since this guy stole office in 2000 i have been saying that he is not going to give it up. i think 51 made it so an economic 9/11 would be enough to trigger, but it was some time ago when i read it and im not 100%. reality is the usa has been a minimum security prison since 1913 and the prisoners have been pretty slow to realize it, a bit like the matrix. now it may turn into the meatrix though, soylent green anyone?
