This 100%. It’s like Cali wants the black market to thrive, complete opposite of how Colorado went about it. Their goal was the keep prices lower than the black market to try and kill it off. Cali cities and counties are allowed to choose how much tax they add above the state, and most cities that are allowing rec shops (very few, most are banning them) are doing 30-40%. My city is allowing 2 rec stores to open, but there has already been so much corruption and back room pay offs by rich out of staters that no locals are able to ‘pay to play’ so it is already getting a very bad stigma.
