Ideas for stealth design and setup

Hi, I have been playing around with the idea to grow my own weed for a while now and have spent the last 2 months reading and learning on this site and across the internet. It recently came to my attention that it would be no harm in looking for help on this as my 2 months is nothing to most people here. I am pretty much looking for advice. In essence, I want to have an odor-free, noise-free and light-free grow zone that is easy to manage and doesn't use up a lot time. I could probably scrape together 800-1000 euro and obviously stealth is EVERYTHING. I would rather pay more money and never get caught than spend 3/4 of my budget and lose it all to the police. As they say: "He who buys cheap, pays dear." Any suggestions welcome.

Dyna-mat (car audio) for vibration. Thick neoprene (wet suit) cheaper alternative.
Can fan run 24/7 : odor
Flood n drain
* run your 12/12 during day
(no light seepage + FLIR protection)
Run 12/12 even empty- dont let them pattern your crop cycle.
Study up on curtiledge laws + personal rights. DON'T let them in!

there is a cheaper brand to Dynamat you can look at that is sold on Amazon, called "Silent Coat" (search in the car audio department). I have never used Dynamat myself (people say it is a superb product), I had some Silent Coat installed in my last car and I found it to be effective. I reckon it would probably work well for these purposes too.

Would these products completely remove noise?

A/c over dehumidifier (super loud like a elephant/whale low tone)

Box your ballast & line interior with eggshell foam. Run exhaust through for cooling, damper on exhaust intake. Second box with "gun silencer style" baffles and ozone then exhaust outside. Baffles mix ozone and air flow. Two in one. Quiet & no odor!
