It looks like a ph issue or your plants need some food. If the ph is off then your plants aren't able to absorb the nutrients in the soil, if your ph isn't off then I believe they are hungry. That uniform, lime green color suggests a nitrogen deficiency. They are really small for 35 days old, they look like they are a week or two old. I think they want food. A body builder can lift all they want, but until they consume enough calories their bodies won't be able to build mass. Your plants are in survival mode-not growing or putting energy into new growth-but merley staying alive. I've seen plants that are 2 months old and look like yours.
So, I think you need to give them a light feeding.
Over watering might be contributing to your problem as well. Try waiting an extra day inbetween waterings and see how that goes. If you've been overwatering then that could cause slow stunted growth
What soil are you using?
What are your min/max temps lights on and lights off?
What is the relative humidity?
Are they are in a small sealed area(closet/tent)? If so are you exchanging the air constantly?(pulling fresh air in and sucking hot air out)
Do you have an oscillating fan blowing on them?
