I have 5 of Greenhouse Seeds feminized arjans haze #3. Located in northeast US. Arjans Haze #3 feminized

It says harvest would be ready mid october, but I didn't think about the fact that they are seedlings now and not mature vegetative plants. Will it still finish in time?

outdoor grows generally all start flowering at the same time

it's a question of how long the flowering period is and when the first frost will likely come. for instance, in some northern states it's basically impossible to grow a 12-week flowering strain before the first frost hits, unless you force your plants to flower early (pain in the ass)

to specifically answer your question, yes it will finish flowering in time even if your plants are currently an inch tall, but because you're so late your yield will be a fraction of its potential
