Some chicken wire is going to do you ALOT of good - deer don't like stepping on anything metal, so if you put fence screen/chicken wire down around on the ground too it would also help (besides the obvious - putting a cage around your plants). Deer and wascally wabbits really hate the smell of marigolds - pretty much any plant that has milky sap they don't like, so you could plant some in a perimeter around your plants.
Putrified eggs in a spray bottle work really well too -- a couple eggs, fill with water, leave in sun, shake, spray. It smells like HELL, but once it drys, humans can't smell it, only critters. The only bummer is that you have to reapply after every rain. But it does work. I live in a place where we had a pretty good drought in '05/'06 and the deer thought my garden right next the house was a buffet. The eggs worked, the wire/fence works, and also stringing heavy duty fishing line around at deer height works if they are just cruising through, they spook when they hit it, especially if it has bells or cans on it.
Pissing helps, but it doesn't seem to have much effect if the area is too urbanized. You could also get some predator urine stuff (they have synthetics that are good). There are little resevoir thingys that you fill and leave in say a tree (or on your chicken wire cage) and they just smell like coyote so the deer etc. stay away - but you will want to keep them full.
Good luck and happy
