Default Blood/bone meal

I was reading in high times that the best time to use blood/bone meal is in its flowering stage and to mix it with water. Does anybody know anything about this if its true?

it has to be mixed into the soil
pouring it on top will attract many bugs

alright thanks, and off the top of your head what you think think a full bag of that should be mixed with? like 8 bags of dirt or........(im clueless lookin for advice)?
