Can someone tell me what's wrong?

Oooof. Stretched, overfed, over watered, hot soil (to many nutrients). Possibilities are as many as the lack of info provided.

What soil brand is it? What nutes are you using? Is the plant located in shaded area? T also looks like either something was eating at the stem base, or it rotted.

I'm not sure on the brand of the soil, & I just planted these about two weeks ago & havent added any nutes than what came in the soil. I'm kinda new at this. Should I move it from outside?

Inside or out, really won't matter. Without knowing at least the soil type it's going to be tough to answer any questions. Get some new soil and some perlite to add to it. Soil is always debatable, so I'm not going to recommend one as everyone has their favorite or own recipe to make their own, but a new soil that you will have known npk ratios, will help to answer questions later. When you transplant (if that stem isn't shot), hurry it deeper down. Like up to the first set of leaves. Hopefully it will either survive as is, or grow new roots. A seed starting mix may be a good choice as it is gentle on nutes.

Bring it in and get it under a CFL or 2 or it will die. Too much water/not enough light. Try some CO2 as well. Or Start over after doing the Required Study of How To Grow.
