The answer to your questions are Yes and Yes.

A better question is...what do the plants need?

If you have lush dark green leaves then I wouldn't bother with a top dressing. Maybe just give a light tea/and or fish emulsion.

fish emulsion is very mild and organic nutes are more forgiving then salt fertilizers. just go slow at first.

Now if your plant is yellowing and your not even flowering yet then you know its time to up your feeding. Top dress, stronger tea, more fish emulsion, that sort of thing.

Once you start flowering then you'll want do the same thing but with a high Phosphorus bat guano like 3-10-1 or 0-7-0

But if you get your mix right ahead of time and use a good size pot(I use 7gallon) you often don't need to do more then water.

Does that help at all?

Thanx so much for the info, it helped for sure. Right now the leaves are lush and green, so i guess ill hold off on the guano till it looks like it needs it. Im going to dilute the fish emulsion substantially maybe 1/4 strenght and use that when i water it. Again thanx so much for the input!

personaly, i say mix the guano and castings right into the soil, before transplanting. make the fish emulsion and the seaweed extract into a tea, this way you can controll the over all ammount of nutrients the plants are getting, there is time-released n-p-k through out the soil, and you can still top dress more if needed.
this is exactly what i use..... Alaskan Fish Fert+marinis seaweed for the tea, guano and castings in the soil.

this will prevent from burn, and you will be able to controll the nutrient intake of the plant better, that and all you have to add for flowering is 2tsp/gallon of blackstrap molasses.
