? Could't tell if that was sarcastic.
To measure alcohol levels in beer you determine the specific gravity using a tool called a hydrometer.
Beer is easy to measure because it is a homogeneous mixture. The alcohol level is the same at the bottom of the barrel as it is at the top.

To measure cannabis they use gas chromatography and compare relative substances. The problem is that a bud is not homogeneous like a bottle of beer. There could be more THC glands in one spot and less in another. All you could get is an approximate range.

Hope that helps.

I guess grass chromatography? some sort of test along the scientific principles of google and then buy the apparatus on eBay. Maybe for under a couple of grand. I am sorry I going to google this in minute. But my senses tell me there will be some messed up box with unreadable waves on it and blah blah blah that costs about 5 grand. Something you could build yourself at radioshack but the black peices wont be the same, just look alike. So the only way to tell this is to guess 18% and hope you have a helathy sense of narcisism that can give this doubtful illusion some gas, as bad breeding has taken all the gas out of that bagseed and left you with something that is "good for baking". :)
