what if it doesnt give you the option of starting a new thread. there is no button up there for me....

do you have to have a certain amount of posts to be able to 'start a new thread'. im able to reply to msgs, but i get a database error every time i try to start a new thread?

i must be stoned cuz i cant seem to figure out how to get the little "qoute" sections at the bottom of my post that people use for disclaimers..do you gotta earn it ? i suck at computers please help
