You need to get the soil itself up? If so, try adding gypsum to the soil (needs to be mixed in). If you need to get the pH of the water up, try using a little baking soda. Tap water might also be hard (high pH), but without salts.. or at least the same salts.

Hey freaky-lookin'-guy, we (used to) use dolomite for saltwater and African cichlid aquariums, to help keep the pH and hardness of the water high. Cheaper than crushed coral, that's for sure!

Mix a table spoon of lime in a gallon of water. Ya could remove about 1 inch of soil sprinkle lime on the top and then put the dirt back on and water it.
Some times ya can add lime to the top and just add fresh soil.
