Default Start Outdoor plant in a paper towel?

I'm trying to grow a few plants outdoors and heard about growing them in paper towels to start. Is that just keeping seeds in wet paper towels in cups in sunlight?

I do outside and I always germinate 1st..Take 2 pie plates, put paper towel (not ass wipe, it dissolves) put seed on top, cover with p. towel and soak, cover and put in a dark place...in a few days you'll have some sprouts.....I let mine get about 1/2-3/4" and pick strong ones....Good Luck......READ FAQ

thanks dude, i've given just soaking them in water a try and now have little sprouts, so i'm about to put them in potting soil. again-thanks.
