the problem is i am from east europe , romania exactly and from the sites i've seen none will ship here. So, does anybody know a site where i could buy some decent lights at a relatively low price ( i'd say under 150 ) ? i'm looking for a full kit like the one on htgsupply site..

Are Compact Flourescent lights sold around there? Most of the vegging (growing) of the plant can be done off of CFL's with the proper per plant (and space) lumen requirements. I use 42w 150w equivalent CFL's that produce 2700 lumens a piece. Currently I am growing two plants in a 2 cubic foot cardboard box with 1 of them.

This will at least allow you more time to find yourself a HPS for flowering.

This all also depends on the size of your grow op.

well i am thinking of 1 square meter (i think thats about 10 square foot if i am right) and 4 or 6 plants

For vegging you need 3000+ lumens per plant and with CFL's they need to be CLOSE I keep mine 3 or 4 inches from my plants and they dont seem to be stretching much at all. Good strong stalks with fan blowing on them. So grab two 42w CFL's per plant and you've got yourself a good vegging setup thats 5400 lumens per plant.

they cost me $10 a pop so $120 plus fixtures. Very low energy consumption and heat though. These are the main reasons I use them other than remaining inconspicuous.

and do you use them for flowring also ?
