Question Which Bulb Should I use???

Which Light would be better for two plants in their second week of flowering one is a 20 watt 24 inch T12 Nutri-Grow freashwater lamp (it has a more blue color), and the other is a 20 watt 24 inch T12 General Electric Gro and Sho Plant Light.

I think the theory is that blue is better for Veg - so I say the Nutri-Grow Freshwater lamp. Here is some reading:
