Default Is it for soil or water based farming

Is it safe to assume that a person could use ANY nutrients in either soil or water based growing, or am I not in touch with reality? I'd like to use High Tech Garden Supply but I dont know if I could use it for soil.

yes that is for soil but that isn't a nute that you will be giving your plant the entire grow that is simply for your finish. You will have to find other nutes for your vegging period and the bulk of your flowering.
