I was building a new room and was neglecting my plants in bloom they had drooped, but I had watered got them back but now they r not progressing, on week 11 and they're not even close, r they a loss or should I keep going an hope for the best?

Nah, they'll be cool. imo you've just set them back a little. Think of them as sulking...they'll come around and smile at you again
