Default Can Plants Bud in Spring ?

My Question is if you had say 3 Plants that were started indoors for about 3 months then put outside (FEB.14th of this year)would they start to bud and would they finish budding out all the way (2 month Budding time normally) by april 14th of this year being that the light schedule is more than 12 hours(pacific standard time,somwhere central calif.) of darkness per day BUT increasing daily, i am not sure what the amount of daylight /nightime hours per day will be on april 14th please give me your thoughts and answers
