Topped Plant forced back into veg and now won't quit growing and flower

your plants will double and sometimes even triple during flowering. give it a few more days, im sure you'll see some sex showing.. half of mine didnt show until day 13 of flower. so just sit back and relax

how long was it in veg before you flipped to flower, again?

Even if you get it to start budding, Id watch out for weirdness. Ive heard of people revegging plants that have been flowering so they can get clones off them, but it sounds like youre trying to get 2 full grows out of one fem seed..which are kinda like single use ketchup packets anyway (no offense to fem users).

lol it might sound like that but its not true, re vegging for clones is great. the reveg starts off looking funky, i call em swamp monsters.. they dont even look like herb plants.. 1 pointed leaves and stuff.. but let it get atleast established before you start cutting away at it for clones
