First Grow: 4 weeks in Veg. Concern about height.

Hi Everybody,

I'm a first time grower and new member of RIU. I'm currently growing Bubba Kush, or at least i think it is. I'm 4 weeks in and it's only about 3 1/2 inch tall. I just transplant it today from a SOLO cup to a 1 Gal pot. I'm just wondering if its rate of growth is too slow. Current pic of it is uploaded. Any input will be greatly appreciated. Thanks

Specs:
Grow Box Area:
1.5'x1.75'x2.5' (WxLxH)
(will be moving it to a 1'x2'x5.5' grow cabinet as soon as I finish building it.)

Lighting:
4x 23 Watts CFL's 800 Lumens ea. color temp:6500k
Kept 3-5 inches from canopy
16hrs on/ 8hrs off

Media&Nutrients:
2 gal of Fox Farm Ocean Forest & 2 Tbsp dolomite lime
(like i said, recently transplanted from a SOLO cup)

Water: Tap water left out with no cover for 3 days, Ph adjusted to 6.8
Nutrients: Fox Farm Trio. Big Bloom, Grow Big, and Tiger Bloom.
(Initially used 1/4 of recommended dosage after 2 weeks in growth, now using 1/3. Only nute every other watering. Haven't started Tiger Bloom, yet. Flush every 2-3 weeks, will be flushing next week)

Recently checked soil Ph, 6.7

Misc:
Intake 4" fan/ home made carbon filter connected to an exhaust fan.

Temp Avg: 78 degrees F day/ 65 degrees F night
Humidity Avg: 40%

INMO you could use more light. Plant looks good though.

I originally had 6-23 watts, but the temp reached around 85-88 degrees. Maybe because it's the small space it's in. Do you think once I move it to the new cabinet, the temp won't be as high with the 6 bulbs. And, how many more watts do you think i need? I also read somewhere that indoor growing requires a minimum of 33 watts/sq f. Thanks for the input btw.
