I am trying to figure out if my seeds are dead or if I am just beginning to panic.
I started them in a seed starting system, with the dome and little soil pods, I watered them and have been leaving them on the back porch. It has been at least a week and no sign up sprouting, I think they may have been over watered.
Is there anything I can do to find out, or save them?

Is it too late to do that with my current seeds? What are the chances they are ruined?
Probably too late. A week in wet soil may have caused them to rot.
Next time place a propagation (heating pad) under it and set it for 75 to 80 deg, keep them moist don't drown them. If your dome sits on a tray, put some perlite in the tray, add some h20 enough to keep the perlite moist. Some seeds take as much as 10 to 12 days, at least in my case.

Don't use a heating pad unless its fking freezing in your house.
Plant the Seed POINTY PART UP in soil rooter cubes, 1/4th an inch or less.. does not need to be deep at all and I never cover my seeds with dirt, I can always see my seed from lookin in the hole.
Pointy Part up, flat part in the soil.. make sure its moist and it should pop within 1-3days. The Taproot will come from the Top of the seed and make a complete flip towards the soil thus making the seed part flip over and be right side up.
So I guess it has only been 4-5 days, but I think they were too moist? Should I do anything to attempt to save them or just wait it out?
Maybe I should dig one up to see?
dig em up...see if they popped and rotted or never popped...sometimes the shoot is buried and dying under neath trying to get to the surface...next time just soak em in water for 18 hours then put in the paper towels and 2 plates...no heating pad unless it is below 55 in the house.
give it a few more days,take the dome off so the soil can dry some
i just put mine in root riot cubes. then into the lil plastic holders. then into my small clone dome. check each day. easy peasy. i love it. then, i just plant them into a one gal pot, and let em rock! we try to hard. this is an easy thing. often the simplest ways are best. and its easier on the nerves, too. i have some lemon skunk beans comming. sweet....
