im going to use ebb and flow, rockwool to start then going to drop in baskets with hydroton.

As required, depends how well your plants are doing. check every other day. Also check PH and keep to 5.8.
when it says flowering 8-10 weeks from the
seed bank that i purchased from, does that mean start to finish?
No, it means from the day you place lights to 12/12. However, if you have an auto-flower strain, it usually means seed to harvest.
I think im going to use foxfarm, but am unsure if its the best thing to go with. im going to grow northen lights,white widow, and chrystal all feminized is fox farm suitable to grow with these strains am i going to get a good product, or should i use a different neutrient.
That is the question of the century. Personal preference. You should read others experiences. I do note there an awful amount of foxfarm grows with problems
but that's my own personal observation. FF is hot though. looking at that chart you have, I would say 75% of the EC they state is safer.
Ok lets say i pick a seed that has floweing time of of 8-10 weeks.
and i were to use fox farm schedule. (link below) what i dont understand is in this schedule how long are they vegging for? i thought they vegged for a couple months then have 8-10 weeks of floweing. how does the vegging/floweing coinside with this schedule
when i look at this schedule it seems they they are only vegging for about a month.
