Question Grow Problems In The NW

Well i live in Portland and there is very few pieces of land to grow on.
I found one that is around 300 by 400 ft of dense terrain. The only problem is that there is a bum living there.

How can i get him out without involving the police?
Or should i just leave him alone?

When should i start growing? After December?

Thanks for the help i'm a total newbie to growing.
