First Grow-Need Small lights-Need suggestions

This is my first grow for some short rider from Nirvana.
I have a relatively small box, 31 inches wide, 17 inches long, and with a height of 15 inches. I layered it with reflective material, but now I need to know what else I need to do.
I obviously need lights and some fans, but I'm not entirely sure what I need. In such a small box I need low heat output, so I was thinking LEDs, but I can't spend 500 bucks on lights either.

but I honestly have no idea what I need here.
I want the cheapest thing that will still produce a decent amount. I figure I will also need some fans, any suggestions?
