Would this be considered root-lock?

Plants are 3 weeks into flowering and there not doing as well as I hope they would, and I’m considering root-lock. This is my first grow so its all new to me.

Looks good to me, the first 2 weeks you wont see much new growth, but it will keep speeding up to week 5-6 which are your biggest growth weeks (on an 8 week flowering plant)
