Is that bulb actually 60 watts or 60 watt equivalent? Either way I'd get at least 2 100 watt equivalent per plant. And make sure their daylights.
And with CFLs you need them close, and I mean close, max 3.5 inch until they get their first real fan leaves, then >2 inches away for the rest of the grow. This is because CFLs dont give off enough heat to kill the plants, unless it was touching the light itself.
Even though CFLs dont produce much heat, get at least an exhaust fan.
And how are you reflecting light?
Edit: AND NO! That light is not fine. that is a 15 watt bulb, 60 watt equivalent. Not suitable for growing, maybe for a clone but thats it. Get more bulbs and bigger bulbs!! NOW!! And you post images by adding attachments.
