How tall is 'not all that tall'?

It will double or triple in size during flower. If you want a 3ft plant you should flower at about 1ft tall.

3ft plant sounds great but how much bud will i get out of that using cfls 3 27w 1 42w for now but im going to get more light during flower

You can always top a plant if it is getting too tall, then LST
