With the CFLs, you'll need to keep them within a few inches of the plants, basically close enough that you don't burn the plants from the heat, which will be close since CFLs don't put off much heat at all. Directly above the plants is where you want the lights.
Also, with only CFLs...you'll be veggin' for a while. Plan on at least a month or two if you want any yield from the garden.
