Is it necessary to use an HPS for flowering, or can I flower under a 42w CFL?
I don't have room, or money to buy an HPS or a ballast.

you can flower with cfl, cfl's are at their best in micro setups
42w total for flower is small though, 100w is probably the minimum you want
and reflectors can be a big help, you can build home made reflector for pennies
