get 2 cfl's 26w each... one has to be 5000k-6500k.. marked daylight (don't argue with me people, thats what the companies are starting to call daylights) and the other one should be a 2700K.. those 2 bulbs are good for veg for the first couple of weeks... get a Y socket adaper for the bulbs....sprout your seeds in regular paper, plastic or styrofoam cups with holes in the bottom... after they sprouted... wait about a week and transplant.... us 1 liter or 2 liter soda bottles... you can cut them to whatever height you want....just tape the sides and put holes in the bottom... get a spray bottle... don't care if it had Fabreeze in it or if you would by one... just get one.... you will still have money from that 30.00 budget.... you can use that for soil and perlite... but you will still need a fan and nutes for the future
