how long does the root stem need to be til I move it to the soil in my starter cup? Widow Maker's tutorial says wait 3 days but it's been 36 hours and mine are showing about 1/8 inch root stem. Should I go ahead and move them?

yes move them to 2in pots now no more than 1/2 cm deep.

3 fem'd White Rhino, 3 fem'd Himalayan Gold, 6 regular Western Winds(Kali Mist). About 3 of the Western Winds are cracked but no root yet so they may take longer.

Each strain is wrapped inside paper towel, two folds on each side; then wet with bottled spring water; then placed inside a baggie; then each baggie marked with tape and marker; then each on a small coffee cup plate. Each plate is on top of a dvd/vcr player with the power switched on for warmth. I monitor to make sure they are only slightly above room temp, warm not hot. I place a towel over the plates to keep them dark.

Interestingly, my 3 fem'd Skunk #11 seeds popped in about 36 hours about six weeks back and they looked like pure hell- tiny and shriveled- but are doing well. Do fem'd seeds tend to pop quicker? I don't know, seems like it from my limited experience.

fem seeds won't pop faster then normal seeds, if i treat soil with clone hormone, i'm not a fan at all of the paper towel method, they show me their heads within less then 48h normally, some do within 24h even.

it is also a question of how fresh the seeds are and how they been stored. i had a seed order once from BC and it must have gotten to cold on the trip over the Rockies, been winter time then... 1/10 popped even with fresh quality seeds. fair luck.

How much time do you give a seed to crack and germinate before you know it's a "bad" seed?

My last seeds popped in 2 weeks. They are just some bagseed that my friend had. Im sure they werent stored properly, but at least they cracked. 1 of them is just starting to sprout.
I have read that the seeds can go rancid if left soaking too long (3+ weeks). I have never experienced it, but you might want to check the smell if you are germinating for a long length of time.

I would just start the seeds in a starter cup... the only real reason you would germ outside of a media is for selection of the best sprouts... If you were going to grow any sprouts regardless if its a good sprout or not I would just germ in what i was going to grow in. Less transplanting + Less stress = More health
