You can change to flowering at any time, although I recommend waiting until your plant shows it's sex, or the nodes are staggered, if growing from seed. Be aware though that longer veg = bigger plant = more weed. You should also know that the plant will stretch when you put it into flowering. Generally, you should flower indicas at about half the height you wish them to finish at, and sativas at about 1/3 of the desired end height.

Flowering time is strain-dependent, but usually 8+ weeks. Sativas tend to take longer than indicas on average. Read the growfaw for details of the optimum harvesting time (look for the sections about trichomes).

Re-vegging is a simple as leaving a couple of buds on the plant, then throwing it under constant light. It will take several weeks to re-veg, and will look like a mutant for a while afterwards.
