im a noob im working on a set up and i dont quite understand the fact of the exhaust fan yes it sucks out the air but isnt the fan supose to be on the carbon filter inside the room or i can just have it suck it out and filter it outside???? i have a can filter with 8" fan i also have a blower to suck fresh air in...

a carbon filter can do both

basically it doesnt matter unless you doing a stealth grow in which you would hide the filter in the box from view

Carbon filters are your exhaust air. Suck air through the fiter and out, dont blow air into the filter. It is best to put it in your flower room. I have mine in the flower room and blow it through my lights to take that hot air with it.
