I have seen both methods and both work fine, there is no difference between the 2 if you compare the results.

Doesn't make sense about new fan leafs, you should really be losing fan leafs at this time. There has to be some other change that's happened other than just the flush.

I think it's about care during veg and then also nutes during flower. I like to top and supercrop, then during flower use some good fish ferts...smelly.

Wetdog is on the $$$, 8 weeks is an average...not gonna be everytime. Just did an 8 week strain that took a full 10, gonna differ everytime a little bit, gotta roll with the punches. I would feed until you have those trichs right...

A 250W is perfect for a small grow.

I would recommend a HID HPS for flower, your lights right now are great for veg and all but they just won't get you the buds you are probably hoping for...for reals.
