1.) For a SCROG I would say 5 Gal bucket at a minimum. SCROG plants have a lot of vegetation which means more transpiration.
2.) I use cuttings, but I believe you want the water high enough to wet the rooting cube. After I get roots in the res I lower the level to just below the net pot...
I use the most basic or bohemian DWC/Bubbleponic rig. It is a bucket with an airstone and pump, with the plant roots supported by grow rocks, in a netpot secured to the lid. See below

I use the tetra freshwater ph test kit, or the one at the grow shop, they both work fine. Just make sure it is a PH only test and make sure it is for freshwater, not saltwater, as they are different.
