I pop my seeds into jiffy's after soaking and sinking seeds in a luke warm glass of water - works well, they usually pop up on day 5

I understand the OP frustrations, but good LEDs are not cheap, those cheap Chinese ones do look tempting but rather er on the side of caution. If shipping from overseas is an issue, look up the local hydroponic store online, they courier the next day
