Yes he had it outside. He would move it from a shed to outside. As to why? I don't know. But I will definitely transplant and get some neem oil. Thanks a bunch guys.

I just got this plant from my brother. Could anyone help with identifying the problem this plant is having? And help with a solution to fix? I looked all over the leaves for bugs but could not find them. Maybe they are just to small for me to see. I would greatly appreciate any advice. Thank you...
