for the record, I've grown fluffy buds under a 600w hps. A lot can depend on genetics, and how the plant is grown and cared for.

there's your problem. you're not supposed to use ph down + up together. they don't just cancel each other out, they actually produce salts, which is likely causing your ppm numbers to be so high. these salts can affect the overall balance in your water as well, so if i were you id start over...
