Sweet, I'm using two 13 watt blue spec, and two 23 watt red spec CFLs. on a 18hrs on and 6 hours off

This is my first grow ever, it's day 8 for these. One looks healthy and the other one well I have no fucking clue what's wrong with it. Any ideas suggestions? I was watering 3 times daily but read that might be too much? Please help me

Denma1lm I'm a first time grower, and have a issue with water. I have well water the faucet smells like shit when turned on, so what is it that I need to added to water for it to be safe? You're advise would be appreciated
