Yes you can estimate the time it will take for a seed to sprout however, that information would be readily available through a quick google search. I'm not to keen on helping those who don't first put some time into looking for the answers to their own questions which he may or may have not...

Those lights are much too far away. Once you start growing they will need to be much closer...Not much lumen output off of those.

Yeah, I have no idea what you're trying to say...Germinating the seeds before putting them in soil perhaps? If so yeah, paper towel method works fine and I definitely prefer that to just placing them in the soil.
