pics? are they round or....? if they're round bulbs like a "regular" bulb then they're not fluorescent. ive never heard of a 14w cfl. doesnt mean theres not one im just saying ive never heard of them. if you do have fluoro's though with an extra 28 watts they will be fine

27000k is best for flowering. i bet your hps put out a lot more watts didnt it?
