Right on bro, thanks for the kind words. It's good to see you still around. Sometimes you never know what happens to people in this hobby.

looks kinda ghetto and the fan situation looks kinda akward but if it does the job than it's cool I guess. Maybe too windy for em at this point...isn't that a hood that you can hook up to your fan to cool the light? If so that's your best bet I'd think.

read your pms....i am an idiot sometimes Toxic gasses are known to be emitted by some tents. I think maybe the PVC is a problem I'm not sure though.

that tent doesn't look like 2x4 but i guess it might be. I just went and looked at a grow tent on ebay. It was 2'x4'5 footer and from the looks of it a 400 watter would do pretty well in there IMO.

How many plants really depends on way too many variables. Figure out what size pots the final product will be in and find out how many you can fit in there, that would be the maximum. For soil 1 gallon per month of like so 3 gallon buckets are standard. Also if your going to pack them in tightly like that, make sure it's a strain recommended for sea of green gardening which will mean it tends to grow straight up and not branchy.

well it's hard to say and I probably am not the one to ask as I am dealing with some serious heat issues myself. What I can tell you is this:

the rule of thumb is you want to have the air completely changed in your chamber at a rate of 5 times a minute. So basically a 2x4x5' chamber of 40 cubic feet would need 200CFM-that's what the FAQ says. Bigger is probably better if you can. For pass. intake just cover your intake holes with pantyhose-bug prob solved. Personally I would try to get a box that was square rather than rectangular if you can otherwise the light will be distributed very unevenly so the edges would be recieving low light while the middle is recieving a lot of light because it's so narrow. Check out the FAQs there is all sorts of good info. Read about the light coverage and ventilation and all that. Check the DIY section I think the ideal setup would be a cool tube. That should keep your temps much cooler cuz even in my small box gets way out of hand with some CFLs.
