Seems like a lot of light for those little guys. Try some cfls close until you get some nodes and enough root devolpement to draw enough water to cool themselves off. Soils seems wet. The weather will change with fall coming and then you can blast that 600w without too much heat...

Meristem is the term. Clip it. The cells are undifferientated. They will continue from the upper tops. Resulting in multiple tops. When you get to the 5th or 6th node it is pretty apparent. Get the top and wait to see what happens... you will soon have multiple meristems or tops.

I use both. I stagger the hps and mh. Run them on a flip-flop and get the best of both spectrums. One zig-zag row of hps, one zig-zag row of mh.
