I don't have experience dealing with moisture meters as I normally go by wet/dry weight of the pot. Need more info on your grow medium and nutrients and feed schedule used. Magnesium Deficiency

To me, they look overwatered with the wrinkled surfaces. What does the rest of the plant look like? Do you let them dry out before watering? Not wilted dry but dry. If I am not mistaken, Mg deficiency start from the bottom and middle leaves.

I wouldn't spray on the leaves unless it was lights out time. That invites light burn.

While some LEDs are noiseless, all will give off a certain amount of heat. Even the 12v computer fans can be an annoying source of white noise in the dead of night. The volume will depend on the diameter of the fan and how fast it has to spin to move air. I had one of those 300w chinese LEDs...

Where is the air from the tube being exhausted to? Out a window or in the local area? You say you have another fan for intake, where is it drawing air from? You may just be recirculating your exhaust with the intake. I'm just guessing since I don't know the specifcs of your grow area other...

I hope you have a good extraction fan to use with that 400 as it will pump out heat. Your leaf edges are starting to show signs of heat stress. Normally I run my 600 at 24" for vegging and 18" during flower. Just my opinion. Good luck.

I've seen worse cases of dehydration and they survived. Water it thoroughly.
